Project Management / Construction Management (PM/CM) The need for a PM/CM expertise to watch over the GEM project implementation stems from the unusual complexity of this project. The PM/CM expertise shall coordinate/ review of the design all along its development phases; carry out comprehensive value engineering for design of project elements; ensure efficient communication between project parties; provide cost- estimate and budget control reports to Ministry of Culture; manage the tender phase and purchase of project goods according to project master schedule; manage the construction phase; supervise the site activities in compliance to time and cost obligations; monitor the provided quality for all project parties; and manage the post-construction phase for commissioning the systems and facilities in the GEM. The Ministry of Culture has announced the PM/CM bid to qualified project management firms in August 2003. In mid-October 2003, tender documents were submitted by 15 project management firms. In May 2004, the PM/CM bid was paused by the Ministry of Culture aiming to study funding proposals by international foundations to secure budget sources along the implementation phases of GEM project, including contracting of a PM/CM firm. |
